On July 1, 2026, Next Hospitality activated an RFID access-control system on the elevators of the Next White complex and, since then, residential floor selection requires access chips they issue. They condition those chips on a signature on a one-page document they call a receipt, but which says that “the Parties confirm that it contains no ambiguous provisions and they have no claims against each other”. They furthermore require the settlement of alleged debts that they unilaterally charge to owners, revoking the chips otherwise, as discussed below.

Next has confirmed that the receipt “can't waive, cancel or otherwise affect to any claims”. I asked them to delete the waiver paragraph. They refused. Since I already had many claims against Next, I could not sign this document, and my apartments, on the 16th floor, remain barely habitable — dangerously so, with a documented health incident. Other owners also reported their indignities, including a parent who needed to climb with a child and an owner who cannot climb at all1. My wife and I left Georgia on July 9, but cannot return to our home in such a state.

The director of Next Hospitality closed negotiations by stating that “Any legal dispute shall be addressed in accordance with the procedure established by law before the relevant authorities” and by ignoring the "professional and constructive" discussion he invited. He also claimed that “The building’s access control system is implemented for security purposes, in order to limit the uncontrolled movement of unauthorized persons within the building”. In the same message, he wrote that “Access chips have been and continue to be provided to apartment owners free of charge”. None were provided to me, with my request unanswered. On September 30, 2025, Next wrote the true purpose of the system, in three languages, with a conditional that demonstrates that Next believes the building would be perfectly safe without the system:

“To avoid the implementation of a chip-access system in the elevators and to maintain the comfort of our building, we kindly ask you to settle any outstanding debts in a timely manner.”

The debt itself arises out of two contracts I never signed, sent to me by their manager on January 28, 2026, who demanded signatures under coercion. Next nevertheless applies Clause 5.2 to me to this day.

These contracts are a textbook definition of parasitism. Had I signed, Next would have been entitled to 40% of the rental income from my apartments (in addition to service fees), with the exclusive right to let them, at a price it sets alone, to invoice me for whatever its guests damaged, and to relocate me when it had them booked. It would have been able to let out my share of the common property for its own account, set the building's rules and fees unilaterally, lock me out of the elevators over any debt it declared and cut my utilities over any violations it considers "rough", and bind whoever buys from me to the same, with no exit for the owner and thirty days' notice for Next. These are only some of the numerous such clauses.

The contracts are both falsified, bearing the dates November 13, 2024, and August 1, 2025. One even contains a passport number that was only issued after the date it bears. The first date is the date of registration of my titles, the date on which Next's lawyer has stated that such an agreement must be signed, describing it as essential to maintain the legal status of the complex. The second date is the date Next started charging the debt.

Next's lawyer has confirmed that no legal encumbrance is registered on my titles, and their representative has told my wife that no such agreements exist between me and Next, that one is necessary as a legal basis to charge me, and that I could “fictitiously” sign the management agreement to preserve the complex's apart-hotel status. Despite a lack of signature and of that legal basis, they charged the debt anyway.

This behavior is not new. In February 2025, before my renovation could begin, a manager conditioned my use of the freight elevator and of my utility meters on a GEL 8,105.98 payment and on a signature (fortunately, a merely transactional one). The “service” was permission to use a lift I co-own, paperwork for meters already installed, and waste disposal, a service my wife explicitly explained we did not need. The rule was the same as today's: no capitulation, no elevator. Only the security guard has since been replaced by a chip reader.

I have never denied my statutory duty to contribute to the maintenance of the common areas. As a matter of fact, I reached out to Next's lawyer and paid in good faith and without any obligation to Next. That gesture was met with the betrayal of their corresponding undertaking. I have, on at least two occasions, attempted to formalize a service agreement with Next, but I was ignored every time.

Upon further study of the Georgian legislation following the obstruction of access to my home, I discovered that Next is charging the debt unlawfully. The statutory contribution duty is towards other owners, via the Homeowners' Association (HOA), not towards Next. Only the owners themselves, by electing a chairman or under a charter they adopt, may determine fees, in a transparent manner, and collect them through legal process, never self-enforcement. The HOA at Next White exists by statute, but there has been no evidence that a chairman has been appointed. Furthermore, modifications to the elevators require unanimous approval of owners, and no meeting has ever been called to approve the access-control system. Besides myself, many owners showed grave discontent with the system. The HOA legislation states that owners have a right to use the common property, and specifically lists the elevators as common property.

The purpose of this dossier is to hold the Next Group and its personnel accountable for their immoral and criminal conduct, only a fraction of which was described here, since it does not appear that I can rely on their conscience or on the help of the authorities.

Finally, to the Next Group: as much as your conduct has been nothing short of despicable, commitment to the truth is the primary principle of this dossier. If you would like me to correct any mistakes, imprecisions or inconsistencies it may have, reach out to me with your reasoning and evidence, and I will correct it in good faith. I advise that you refrain from further employing sophistry and bad faith in our communications, because they will all be publicized here. Furthermore, if you retain a shred of human decency, be charitable in interpreting errors in this dossier as honest ones: it was written because you forced my hand by closing the discussion while keeping my home obstructed, putting a Herculean task of evidence collection and analysis, legal study, technical writing and website development before me, unpaid, and in languages I do not speak.
